WHO IS TO KILL THE TIGER?
There was a considerable difference in the conducting of the elections prior to 1970 and thereafter. Before 1970, people who contested the election under various political parties did not spend much on propaganda, the ting of notices, etc. and other expenses. Even if they had lost the elections they did not care much as the political parties bore the expenses.
After 1970, the contestants started spending more money under various heads over and above the money allotted to them by the party. It was in various forms of freebies to the people and slowly the expenses reached sky-high which compelled the Election Commission to fix the ceiling on expenses.
At that time, cancer called Black Money entered into the system. To recover the money spent on elections, the candidates who won the elections collected bribes on every work to be done by the Govt. The people also accepted freebies before the elections and paid bribes after the elections.
Who is responsible for the birth of black money, cancer, in our society. After having contributed for the emergence of black money, the same people are now crying for the eradication of it. How it can be done ?. Can anyone make the contestants not to pay freebies during elections or make the people not to accept them ?.
If it is successful then there will be no demand for bribe after the elections and people will not pay them. But the tiger has tasted the human blood and it cannot be stopped unless it is killed. The people have to decide how to kill the tiger. It is high time that people should make a decision on this major problem facing the country. It is in their hands.
புலியை கொல்லுவது யார்?
இப்பொழுது தேர்தல் நடத்தும் முறைக்கும் 1970 க்கு முன் நடத்திய தேர்தலுக்கும் நிறைய வித்யாசங்கள் இருக்கிறது. 1970 க்கு முன் தேர்தலில் போட்டி இட்டவர்கள் கட்சிகள் கொடுத்த பணத்திற்குள் எல்லா செலவுகளையும் செய்தார்கள்.
பிரச்சாரம் செய்வது, நோடீஸ் ஓட்டுவது போன்ற எல்லா செலவுகளும் அதற்குள் அடங்கி விடும். தேர்தலில் தோற்றாலும் அவர்கள் செலவு வகையறாக்களை பற்றி அதிகம் கவலை படுவது இல்லை. அவர்கள் கட்சி எல்லா பணத்தையும் ஏற்றுக்கொள்வதால் அது பெரிய பிரச்சனையாக தெரியவில்லை.
1970 க்கு பிறகு தேர்தலில் போட்டி இட்டவர்கள் கட்சி கொடுத்த பணத்திர்க்கு மேல் அதிக செலவுகள் செய்தனர். மக்களுக்கு பல விதத்தில் பணம் மற்றும் பொருள்களை இநாமாக கொடுத்து அவர்களை தங்களுக்கு ஒட்டு போடும் படி கேட்டுக் கொண்டனர். இதனால் தேர்தல் செலவுகள் அதிகம் ஆகி ஆகாயத்தை தொட்டது.
இதனால் தேர்தல் கமிஷன் அதிக செலவை கட்டுப் படுத்த சட்டங்கள் இயற்றி அதற்கு ஒரு வரைமுறை ஏற்படுத்தியது. அப்பொழுதுதான் லஞ்சம் என்ற புற்று நோய் நமது நாட்டில் முதல் முறையாக பிறந்து, தவழ்ந்து, வளர்ந்து, பூதாகாரமாக உருவெடுத்து நின்றது.
தேர்தலில் செய்த செலவை திரும்பி பெற பலவிதங்களில் லஞ்சம் வாங்கப்பட்டது. அரசாங்க வேலைகளில் கமிஷன் வாங்குவதும் கொடுப்பதும் சகஜமாகி விட்டது. மக்களும் அதற்கு தகுந்தால் போல் பணம் சம்பாதிக்க வழி ஏற்படுத்திக் கொண்டனர்.
இப்பொழுது கூறுங்கள். நமது நாட்டில் கருப்பு பணம் என்ற புற்று நோய் உருவாக யார் காரணம்? கருப்பு பணம் பிறக்க வழி செய்த அதே மக்கள் இப்பொழுது அதை அழிக்க வேண்டும் என்று கதருகின்றனர்.
அதை எவ்வாறு செய்வது? வளர்த்து விட்ட புலியை எப்படி கொல்வது? யார் கொல்வது? தேர்தலில் போட்டி இடுபவர்களை யார் பணம் கொடுக்கக் கூடாது என்று கூறுவது?. பணம் வாங்குபவர்களை வாங்க கூடாது என்று யார் சொல்வது? யார் கேட்பது?
இது வெற்றி அடைந்தால் நாட்டில் லஞ்சம் என்னும் புலி அழிந்து விடும். ரத்தத்தை குடித்து ருசி கண்ட புலி அதை விடுமா? அதை கொல்ல வழி என்ன? எல்லா மக்களும் தீவீரமாக யோசிக்க வேண்டிய நேரம் இது. நாடு இன்னும் மோசமாக ஆவதற்குள் நாம் அவசரமாக முடிவு எடுக்க வேண்டும். ஜெய் ஹிந்த்.
