EDUCATION

1. Education comes under the concurrent list. That is, school education policies and programs are suggested by the GOI though the state governments have freedom in implementing them.

2. Policies are announced at the national level periodically. The Central Advisory Board of Education (CABE), set up in 1935,  plays a lead role in the policies and programs.

3. National Council for Educational Research and Training (NCERT) prepares a National Curriculum Framework. 


4. State Council for Educational Research and Training (SCERT) proposes educational strategies, curricula, pedagogical schemes and evaluation method to the states'Departments of Education. 


5. The SCERTs generally follows guidelines by the NCERT. But the states have considerable freedom in implementing the education system. This is followed by the entire country.


6. The entrance exam for IIT and EEEC for engg and IIM for management courses are conducted at the national level without any objection or opposition. 


7. Anna University was once famous for a high standard. After all the Engg colleges were brought under Anna University the standard has gone down. 


8. There are two ways of learning by a student. 1. to understand the subject and write the exam on own knowledge. 2. without understanding the subject and to write the exam by mugging up. 


9. Students who studied well, understanding the subjects scored good marks got into better prospects. A few took up teaching and are working in high ranking private schools as teachers. 


10. Students who studied under good teachers in good private schools understood the subjects and scored good marks and got into high ranking professional courses with better prospects. 


11. Earlier the eligibility mark for Engg entrance exam was 70% average in Maths, Physics and Chemistry. This was brought down to 60 then to 40 and later the exam itself was scrapped. 


12. Students who got good marks by mugging up without understanding the subjects entered professional courses without entrance exam or 3-year degree and got reasonably good jobs. 


13. Students who got average marks by mugging up without understanding the subjects and in regional language took up teachers training and are now working as teachers. 

14. They work in almost all govt schools and low standard private schools. They impart poor standards in teaching resulting in a disparity between private and govt schools.


15. Others are suffering. Some drastic steps are to be taken with IRON HAND  to fine-tune the curriculum, to replace the inefficient teachers and to motivate the mugging up students.

16. Students who got low marks by mugging up without understanding the subjects and in Tamil medium are idle and jobless and wasting their life.


17. In Tamil Nadu, State Board Govt school syllabus is made easy. Rural students who study in regional language and pass by mugging up find it difficult to compete on all India level.  


18. There is no opposition or objection or agitation in any of the non Hindi speaking states in implementing the guidelines of Central Govt. Tamil Nadu is the only state to oppose.
