When I was in the US, one day during morning coffee, my daughter told me that she would be going to the RTO office at 9 AM to renew her driving license and for a pollution check-up for her car.
A sticker for pollution check-up was fixed on the windshield of the car indicating the expiry date before which it should be renewed. It was valid for one year from the date of issue.
Just to find out the difference between the workings of the RTO offices in the US and India, I went along with her. It was about 10 Kms from our residence, a 10-minute drive.
It was situated in a large fenced area with the entry on one side and exit on the other. Once you got in, you could not go out without completing all the formalities.
We parked the car in front of a small office and went inside. There were a few counters to cater to the customers. People were seated on the chairs in the hall waiting for their turn.
My daughter gave her papers on the counter and we waited for her turn. Within 10 minutes, she was called and she went inside to give her particulars.
She came out within a few minutes and her renewed driving license with her latest photo was issued after checking her records with her social security number.
Then, we took our car into a large shed where many cars were sent inside in four rows, each row having three inspecting booths one behind the other, with men and machinery.
We had to hand over the car with the key to the person working in the booth and move to the end of the row and wait for the car to be delivered to us.
The car was thoroughly checked for pollution and any anomaly was rectified. A validity sticker for one year was fixed on the windshield and the car was delivered to the owner to move out.
It took just an hour to complete all the formalities. She paid about $12 for license renewal. There was no payment for pollution check-ups. There was no other payment either over the table or under the table.
